This Week in Grosse Pointe: Dec. 17

Grosse Pointe Woods, Grosse Pointe Shores and GPPSS to hold regular meetings this week.

  Here are the highlights of what's happening this week in the Grosse Pointes: 1.  Grosse Pointe Woods City Council Meeting, Dec. 17 at 7:30 p.m. The council will discuss appointments for various commissions, a second reading of a proposed ordinance ammendment regarding solar system zoning and bid contracts for rubbish, landscaping and property assessment. This Week: Grosse Pointes Municipal and Schools Meetings

School Board meets Nov. 19, Woods to hold public hearing on St. John's Helipad, Farms to hold hearing on animal ordinance changes and Shores to hold a variance public hearing.

  Three cities in the Grosse Pointes have regularly scheduled meetings this week with public hearings and the Grosse Public Pointe Schools Board meets.  Below is a brief summary of each of the hearings and links to the meeting agendas. GROSSE POINTE WOODS Grosse Pointe Woods City Council will hold a public hearing on Monday, Nov. 19 for a special land use permit request by St. John's Hospital for a temporary helipad to be located in its North parking lot.  The hearing will be part of the Council's regularly scheduled meeting at 7:30 p.m. The Grosse Pointe Woods Planning Commission adopted a resolution recommending approval of the site plan review and the special land use on Oct. 23. City of Grosse Pointe holds public hearing for new master plan.

Woods Headlee Override Town Hall Provokes Heated Commentary

The absence of a public comment period makes many Woods residents angry at last night's Town Hall.

The Grosse Pointe Woods Town Hall meeting began with City Treasurer DeeAnn Irby giving a presentation that outlined the tax increase proposals that residents will see on the November ballot.  The Proposals The city is asking residents to approve two millage increases in two separate proposals: Each mill equals about $600,000 in revenue for the city. For a property owner, a mill is equal to 1/1000th of a dollar so for every $1,000 of taxable value a property owner pays $1 in property tax. For a home with a taxable value of $100,000, homeowners would pay $185 annually for the first millage request and $214 annually for the second millage request. The council could have approved a 0.4 mill increase without voter approval, but instead decided …

Grosse Pointe Woods Approves 2 New Ordinances

The Woods’ new ordinances replace the old fireworks code to be in line with new state law and allow for harsher punishments for drivers convicted of operating a vehicle while intoxicated with blood alcohol levels that exceeds 0.17 percent.

The Grosse Pointe Woods city council approved two new ordinances this week addressing fireworks and drunk drivers. The new ordinances tweak the old city fireworks ordinance to be in line with recent state legislation governing consumer fireworks use and the other allows  local authorities to prosecute drivers whose blood alcohol content levels exceed 0.17 percent with an elevated charge with harsher penalties. GP Woods Settles Tax Appeals Totaling $90K+

Grosse Pointe Woods settles four commercial tax tribunal appeals with CVS, Krogers, Pointe Plaza and the Grosse Pointe Hunt Club.

On Monday, Grosse Pointe Woods City Council agreed to transfer more than $80,000 from the city’s general fund to refund four commercial property owners for real estate taxes from the years 2009, 2010 and 2011. The four businesses—CVS, Kroger, Pointe Plaza and the Grosse Pointe Hunt Club—had tax appeal cases pending in the Michigan Tax Tribunal until June when Woods City Assessor Ginger Soles and City Attorney Don Berschback signed stipulated agreements to settle the cases. According to a report by Woods City Treasurer, Dee Ann Irby, the  refunds were issued to the property owners by Wayne County Treasurer’s office and a bill for Grosse Pointe Woods’ share, $90,189.23, was received on Aug. 5. Grosse Pointe Woods Allocates $50,000 for Residential Streets

Grosse Pointe Woods City Council sets asides money from the city's budget for street improvements.

A resolution to set aside $50,000 toward improving local streets in Grosse Pointe Woods was approved unanimously at Monday's city council meeting. City Treasurer and Comptroller Dee Ann Irby said the council simply designated money from the city's budget that was not expected to be spent. "I'm thinking there may be about $50,000 that's not spent of (the budget)," she said. "Normally it would just dump in to the generic general fund savings account, but because our roads need some significant repairs, I want the council to hold that just for local streets." Grosse Pointe Woods Approves Road Salt Contract

Grosse Pointe Woods already has a reserve of salt from last year's mild winter.

The Grosse Pointe Woods City Council approved the Detroit Salt Company as the city's wintertime salt provider and allocated $50,000 in total toward the purchase—as needed—of salt for this year's winter season at Monday's city council meeting. Detroit Salt Company was the cheapest of four companies bidding for the contract, selling its salt at $46.09 per ton, while the nearest competitor was more than $5.00 more. During the meeting, City Administrator Al Fincham explained that last year's mild winter resulted in 400 tons of salt being unused. He added that the city typically purchases about 1,000 tons of salt for winter. To buy the 600 tons of salt to reach the expected 1,000 tons needed will cost approximately $27,650 — which is well below…

Grosse Pointe Woods to Retain its Court Recorder with New Agreement

Grosse Pointe Woods City Council approves a near identical $7,000 contract with the current court recorder.

Grosse Pointe Woods is retaining recording clerk Shirley Wohlfield for the upcoming year after the city council unanimously approved the $7,000 contract with her for the 2012-2013 fiscal year at Monday's city council meeting. At the meeting, City Attorney Charles Berschback said this year's contract with Wohfield was nearly identical to last year's. According to the city's agreement with Wohlfield, she will be compensated in return for recording court hearings of the city of Grosse Pointe Woods. Grosse Pointe will also be leasing recording equipment to Wohlfield for $1.00 for the year.
