This Week: Grosse Pointes Municipal and Schools Meetings

School Board meets Nov. 19, Woods to hold public hearing on St. John's Helipad, Farms to hold hearing on animal ordinance changes and Shores to hold a variance public hearing.

  Three cities in the Grosse Pointes have regularly scheduled meetings this week with public hearings and the Grosse Public Pointe Schools Board meets.  Below is a brief summary of each of the hearings and links to the meeting agendas. GROSSE POINTE WOODS Grosse Pointe Woods City Council will hold a public hearing on Monday, Nov. 19 for a special land use permit request by St. John's Hospital for a temporary helipad to be located in its North parking lot.  The hearing will be part of the Council's regularly scheduled meeting at 7:30 p.m. The Grosse Pointe Woods Planning Commission adopted a resolution recommending approval of the site plan review and the special land use on Oct. 23. Grosse Pointe Farms Approves Flat Budget

The tax rate will remain the same in Grosse Pointe Farms following this week's public hearing and council's passage of the 2012/13 fiscal year budget.

Grosse Pointe Farms city council approved their 2012/13 fiscal year budget this week following a public hearing. The budget calls for $12.4 million, no change in tax rate and maintains a healthy fund balance.  Farms Controller and Treasurer John M. Lamerato said the budget is pretty much flat, meaning there were not gaps to fill. The Farms did experience a slight increase in its general fund of about $9,600, he said, which accounts for about 0.1 percent of the total budget. In addition to maintaining the tax rate at 14 mills, the Farms will be completing a $500,000 street resurfacing project during the year as well as $64,000 in sidewalk repairs, Lamerato said. Some events to know about that are happening Grosse Pointe this week.

Here are a few happenings in the Grosse Pointes this week: 1. Grosse Pointe Shores council will meet Tuesday Feb. 21 beginning at 7 p.m. There are several items on the agenda, including: Council will also have a closed session to address collective bargaining and a legal opinion on pending litigation.  2. The Grosse Pointe Shores finance committee will meet Wednesday Feb. 22 beginning at 7 p.m. An agenda was not yet available for review when this article was published. The group has already begun discussion about forecasting for the 2012/13 fiscal year budget and will likely be continuing that conversation in addition to any other agenda items.  3. Rep. Bledsoe to Hold Special Coffee Hours on Schools of Choice

In addition to having discussion with constituents, Bledsoe has asked the head of the Senate Education Committee to hold a public hearing in Grosse Pointe regarding the Schools of Choice proposal by Gov. Rick Snyder.

Rep. Tim Bledsoe (D-Grosse Pointe) has received so much feedback from the community regarding the Schools of Choice proposal, he is scheduling special coffee hours to focus on the topic.  The hope is to talk one-on-one or with very small groups about the proposal that would require Grosse Pointe Schools to accept out-of-district students to fill spots left open beyond in-district enrollment.  Meanwhile, Bledsoe is also asking constituents to complete an online survey about the proposal, available on his district website. He has also requested Sen. Phil Pavlov (R-St. Clair Township), the chair of the Senate Education Committee, to hold a public hearing in Grosse Pointe regarding Schools of Choice. Grosse Pointe Shores Council Passes Budget 4 to 3

Following a couple hours of comments by about a dozen residents, Shores passes the budget with a 1.25 millage increase.

Following a litany of comments from Grosse Pointe Shores residents—both for and against the millage increase—the council passed the 2011-2012 fiscal year budget in a 4-to-3 vote.  City Manager Brian Vick prefaced the public comment portion of the public hearing with background about how the proposed $5.4 million general fund budget was reached. Vick said council members had 11 meetings leading up to Monday and he detailed the considerations discussed by council. Vick highlighted that with his proposal of a 1.25 millage increase that the majority of residents would not actually see an increase in their tax bills but still pay less than this year. Grosse Pointe Park Council Closes In on Final Budget

No-frills, barebones budget avoids dipping into surplus to balance the 2011/2012 fiscal year budget.

Grosse Pointe Park City Manager Dale Krajniak presented a handful of tweaks to the annual budget Thursday during a council work session, delivering the good news that there will be no need to dip into the savings set aside for emergencies or extraordinary situations. The proposed $10 million budget as presented Thursday does not require a tax increase for homeowners, even with the decrease in state revenue sharing and lower property tax income. However, it includes almost no new services or increased spending.  "We thought we were cut to the bone three years ago." Krajniak said. "Then this year…it's all the way down to the bone marrow."
